Mr. Lollar will provide the Chamber's members with updates on issues that affect our business community, as well as an overview of other legislation that is currently being considered.

About Our Speaker

Ron Lollar (born August 13, 1948, in Jackson, Tennessee) is a Republican member of the Tennessee House of Representatives for the 99th district, which encompasses the northeast part of Shelby County. Lollar has served as a state representative since being elected to the 105th Tennessee General Assembly (2007-2008). He serves on the House Agriculture Committee, the House Education Committee, the House Higher Education Subcommittee, and the House Special Initiatives Subcommittee. For three terms, he represented the second district on the Shelby County School Board. In 2004, he was a member of the Tennessee School Board

Ron Lollar graduated from Jackson State Community College with an associate degree in 1973. In 1975, he graduated from Austin Peay State University with a Bachelor of Science degree. He served in the U.S. Marine Corps. from 1967 to 1971, and in the Army National Guard from 1980 until 1982. He was a Staff Sergeant as a Ceremonial White House Guard. He has been bestowed with the Vietnam Gallantry Cross, the Navy Commendation Medal w/ "V" device, a Combat Action Ribbon with a Navy Unit citation, a Good Conduct Medal with a Meritorious Unit Citation, a Vietnamese Service Medal, and a Vietnamese Campaign Medal. He currently works as a manager.

In 2004, Ron Lollar was a member of the Tennessee School Board Association, a representative agency for members of Tennessee's school boards. In 2006, he was a member of the Tennessee School Board Association's board of directors. He is currently a Tennessee State School Board Association panel moderator. In 2006, he was Chair of the Tennessee Legislative Network. He serves as President of Future Farmers of America. In 1973, he was President of the Student Body Association of Jackson State Community College. In 1975, he was President of the Student Government Association at Austin Peay State University.

Bicycle and walking path scheduled for completion by December 18

The bicycle and walking paths being constructed along Canada Road from Highway 64 to I-40 are scheduled for completion by December 18. Weather delays etc. could delay the completion.

The paths will create a separate walking and bicycling path on each side of Canada Road. The trails will run from Highway 64 to approximately 1/4 mile south of the Canada Road/I-40 interchange on both sides of the road. The remainder of the paths to the I-40 and Canada Road interchange will be completed as development occurs or as part of the Interchange project to be completed in several years.

Dance Lessons and Dance this Saturday at IH Clubhouse

Dance lessons at 5:45-6:45 Saturday followed by dancing at 7:00 p.m. highlight the monthly dance at the IH Club, at 4523 Canada Road in Lakeland. this Saturday, August 28. No partner is needed for he dance lessons.

Carrie Perry is teaching West Coast Swing from 5:45 p.m. to 6:45 p.m. prior to the dance. An admission fee of $5.00 is charged. Soft drinks and water are available for a donation. Eddie Richardson will play a variety of adult music from 7:00 p.m. to 10:30 p.m.

Make plans to attend on September 25, when Glen and Vickey Wright will be teaching country two step prior to the dance!

I-40/Canada Road Intersection Signal Lights

Shelby County officials have advised that the signal light at the I-40 and Canada Road interchange is on schedule and due to be operational by early November, 2010. The signal light is funded by a federal grant to fund projects that reduce congestion (reducing air pollution) and administered by Shelby County. We appreciate the efforts of Shelby County in this and look forward to signals lights at the interchange.

9-1-1 comments illustrate future treatment if "consolidation" is approved

The comments by a 9-1-1 Board Member recently illustrates how the suburbs would be treated if "consolidation" is approved.

The comments (saying the suburbs are "toy towns" and other demeaning remarks) are what Lakeland and other suburbs could expect if consolidation is ever approved.

While Lakeland is well served by Shelby County dispatch, the other suburbs have legitimate reasons why they prefer to keep 9-1-1 dispatch in their cities. Instead of being asked for possible alternatives, we get demeaning remarks.

These comments, and comments by a Memphis City Council that the suburbs "shouldn't have a vote" in Metro Government even though we are certainly affected by Shelby County illustrate the future if consolidation is approved!

Regardless of what the organization running the very expensive (where did they get the money) campaign to force consolidation on the suburbs says, it is the people not the structure that matters. If the same people are running "consolidated" government as are making demeaning, ignorant comments about the suburbs now, this is exactly what we would get after consolidation!

"Final" proposed Metro Charter

This will be placed on the Lakeland Board of Commissioners Work Session agenda to determine the Policy of the City of Lakeland on this proposed Charter. While this is legally a merger between Shelby County and the City of Memphis, it would have significant impacts on Lakeland.

Consolidation Watch: Proposed Metro Government Districts

The proposed "Districts" for the proposed Metro Charter are available by clicking here. Note that Census Data from the year 2000 was used, so Lakeland and Arlington are starting out being under represented by 15,000 or so residents! The Constitution requires the 2000 Census figures be used, but it seems the Charter could provide for immediate redistricting

It also appears Lakeland representation would be significantly diluted.

The Metro Charter Commission has released a copy of a "draft" Metro Charter. At this time it is not on the Metro Charter Commission website for review by the public.

Due to the size of the proposed Charter (107 pages), it has been difficult to post the draft charter.

City Hall Parking Lot expansion will create parking problems

Parking will be limited during construction of a "green" parking lot and additional spaces for Lakeland City Hall and City Hall Park. All of the west portion of the parking lot will be eliminated during construction. The "green" parking lot is partially funded by a grant. The parking lot will absorb rainwater rather than then creating stormwater runoff.

Periods of high activity (soccer, baseball etc.) will be a special problem and residents are asked to plan ahead and, if possible, car pool or take other action to limit the number of vehicles. Parking will be allowed on grassy areas etc. during dry weather when it does not damage the grass or trees.

We will take all actions possible to insure adequate parking is available during construction of the new parking lots. We will appreciate any comments or suggestions on mitigating parking problems during the construction period.

Lakeland City Hall Park playground closed until August 11

The playground area in City Hall Park is closed until August 11, 2010. The closing was necessary to install a new surface in the playground area to maintain a safe surface for children.

All other facilities at the park will remain open.

Bike/walking trail construction starts on Canada Road

Construction has started on the walking/biking trail along Canada Road. This phase of the trail is from Highway 64 to about 1/2 mile south of the I-40/Canada Road interchange. The trail will be on both sides of Canada Road and will be approximately 10 feet wide.

The trail will provide bike and walking access along busy Canada Road and eventually will be part of a walking/biking trail from Highway 64 to Highway 70 along Canada Road. Many bicycle riders and walkers (including me) avoid Canada Road and thus the trail will resolve one of the major barriers to walkers and bicycle riders who want to walk or bike throughout the City.

One of the major objectives of the trail is to providing walking/bicycling connections between residential areas and the commercial areas along Highway 64, and the commercial areas at the I-40 and Canada Road interchange.

The trail is completed funded by a 100% federal grant administered Tennessee Department of Transportation.

The Lakeland Senior Center Advisory Committee will present several alternative floor plans for the new Lakeland Senior Center. The floor plans will be presented at 1:00 p.m., Thursday, July 29 at the IH Clubhouse, 4523 Canada Road. All Lakeland residents, and especially residents approaching or over 55 years of age are invited to attend.

There will be pot luck at 11:30 a.m. prior to the meeting for persons who wish to bring a dish and enjoy a meal prior to the meeting.

The City of Lakeland is planning it’s first annual Shop Lakeland event to be held August 7 to coincide with the Tennessee Tax Free holiday.

The City of Lakeland recognizes how important its business community is to the sustainability of the City’s fiscal structure. Lakeland does not have a local property tax; a portion of sales tax revenue generated from local businesses make up a significant portion of the City’s annual budget.

The Shop Lakeland event was created to promote Lakeland businesses by showcasing many of the products and services that are offered right here in the City. This is a great opportunity to explore what Lakeland businesses have to offer.

Shop Lakeland is a day-long sales event held at merchants and businesses throughout Lakeland. There will be special promotions, sidewalk sales, free giveaways, and prize drawings. Many Lakeland businesses are offering special sales or discounts on the day of the event. You can view a list of all participating businesses at www.ShopLakelandTN.org.

As part of the event, the Lakeland Area Chamber of Commerce will be giving away an Apple iPad. You can pick up an entry form at any of the participating merchants. And yes, the more businesses you visit, the more chances you have to win.

Lakeland Park Board position open

PARK BOARD VACANCY-VOLUNTEER NOW!

The City of Lakeland Board of Commissioners is accepting applications for a vacancy on the Lakeland Parks and Recreation Board. The successful applicant will complete the remainder of a three-year term expiring December 31, 2011.

The Parks and Recreation Board reviews and recommends park development plans, recreation programs, and locations of new parks. The board meets at City Hall on the second Monday of each month at 6:30 p.m.

Consolidation Watch: Property taxes

As the vote on the “Metropolitan Charter” draws closer, we all need to watch for misleading information! Just as a recent example, I received an e-mail from an organization that apparently was organized to support consolidation. This was before the Charter was even written, so it appears the objective was not a good Charter, but just to support consolidation. One of the big claims is that “consolidation” in Nashville (which took place in 1962) is the reason Nashville has lower property taxes!!!! No other criteria was apparently reviewed, such as Nashville having a lot larger sales tax/business tax base, Nashville being the State Capital, motel tax revenues etc., just that “consolidation” was the answer! The difference between the "Urban" tax rate in Nashville (an "urban tax rate" is the rate that is imposed in the Nashville "urban services" district) and the "general" tax rate (the rate charged in suburbs etc.) is only .53 cents! It appears that the suburbs in Davidson County are subsidizing the urban services in Nashville and I strongly expect that is what will happen here! It was also stated that “property taxes would probably decrease” under the new Charter. This is simply not true for the suburbs and the rural areas. It may be true for the City of Memphis, although I have not seen any plan on how the over one billion dollars in "unfunded liabilities" for retirement costs for the current City of Memphis is going to be funded if the Charter is adopted. In any event, the final Charter is not yet written. A review of what the Metro Charter Commission sent to the “writing committee”, which is writing the final Charter, click this link: www.ShelbyCountytn.gov Part of the e-mail that was sent out is reprinted below. The claim is also repeated in numerous documents. Q. Will a new metro government lower my taxes? A. Judging from our peer cities, like Nashville, the tax rate could fluctuate and ultimately drop. Right now the cumulative tax rate in Memphis and Shelby County is the highest in the state at $7.21. That's almost double the tax rate of the Nashville/Davidson County Metro Government. Our tax rate is so high partly because of duplicated services in the dual government system that waste taxpayer dollars. By eliminating waste, a metro government could get a better handle on our ever-growing tax rate. To force efficiency on day one, the new government would operate under a three-year property tax freeze. Property taxes could go down, but could not go up during this time.

Gather the children, decorate your family and your favorite parade "floats" and participate in the Children's 14th Annual Independence Day Parade in celebration of our Great Nation's birth. The parade route is less than one mile. Non-motorized vehicles of all descriptions are invited to join the parade, including bikes, tricycles, wagons, and strollers. (There is an exception to the non-motorized rule; children's electric, battery operated jeeps and other vehicles are allowed. Gasoline engines are prohibited.)

The Shelby County Sheriff's Traffic Division has provided motorized escort and traffic control in past years. We look forward to their participation again this year on July 3. The children have enjoyed seeing the Deputies, especially those on motorcycles.

Trustmark will have refreshments and gifts. For those coming in from other parts of Lakeland, park on Leeward Slopes and Cutter Cove. Windward slopes residents and guests will gather at 9:45 am in the street in front of 9677 Cutter Lane.

NEW YARD WASTE PICK-UP SCHEDULE

FOR RESIDENTS WHO HAVE MONDAY TRASH COLLECTION

Effective July 12, 2010, the Wednesday yard waste pick- up route will be split and will include a new Tuesday pick up route. The new pick-up schedule is for those residents in the Monday trash collection area north of I-40 east of Garner Lake and south of Hwy 70. All residents affected by this change will be notified by All Star.

Have a Safe Trip

Whether it’s a weekend get away or the vacation of a lifetime, a little time away from home can be full of fun and adventure. For some families and business travelers, however, the prospect of traveling in the wake of 9/11 might still seem a little frightening. The good news is that with a little extra planning and attention to detail, vacations and business trips can still be safe, enjoyable and productive.

In fact, governmental agencies have focused a lot of attention on travel safety since the tragic events of September 11, 2001. New security procedures at airports and on planes have made air travel even safer. The travel and tourism industry has also strengthened programs to ensure that people can enjoy road trips, hotel stays and destination visits with confidence.

As always in these times, it makes sense to be alert and observant. We should always be aware of our surroundings and report any suspicious activities to local authorities. In selecting routes and destinations, we should avoid locations where there is active hostility; contact the U.S. State department if you’re not sure of the threat level in foreign countries. It is always wise to be knowledgeable about your destination, to have planned your trip carefully, and to be courteous guests when we travel.

Based on recent events such as the volcano eruptions that occurred in Iceland, travel can be interrupted for extended periods of time. Have enough cash and credit for your planned trip to handle emergencies such as man-made or natural disasters that may affect your travel plans. Have a wonderful and careful holiday weekend.

Lakeland's “Get Caught Recycling” program is to encourage increased recycling. It truly “pays” for several Lakeland residents to recycle!

Household addresses are selected in a random drawing. A City representative checks the bins at the houses in the order of the draw. Four households each month that have at least three different types of recycle material receive $50. The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics, newspapers, and cardboard boxes broken down to fit inside the recycle bin.

City of Lakeland E-mail out Tuesday, June 29

The City of Lakeland e-mail (@lakelandtn.org) will be be out Tuesday, June 29 and possibly part or all of Wednesday, June 30 for a planned upgrade. E-mail received during this time is supposed to be delayed and we should be able to respond to it on a delayed basis after service is restored.

Other e-mail addresses and the City of Lakeland phone system should not be affected

Consolidation Watch: Valid surveys?

I attended the Thursday, June 17, 2010 meeting of the Metro Charter Commission, the group appointed by Mayor Wharton to develop a Charter for Metropolitan Government. The proposed Charter will be voted on at the November, 2010 elections.

I was surprised at these developments:

1. A representative of "Rebuild Government", a lobbying group for consolidation appeared and presented a "survey" to the Commission as he has done at past meetings.

As with all of Rebuild Government surveys, there was no information on:

-If the questions had been reviewed and determined to be valid (such as neutrally worded etc.)

-No indication of how the survey was taken (random phone survey, visits, self-responses to e-mails etc). A truly random sample is a lot different than an e-mail sent to supporters!

-No information on the number of respondents. (It may have have been five, or 500 for all the information that was presented.)

-No information on the "margin of error" or if there even was a "margin of error" determined. This normally (at least statistically) tells how valid a survey really is.

What really concerned me is that the Metro Commission members, who are responsible for writing Charter that will affect every Shelby County resident for years, accepted the survey without any questions!

One Commissioner even seemed to think that the Metro Commission should ignore an Attorney's Opinion and proceed with a Charter provision based on the survey!

When you hear the Metro Commission and pro consolidation proponents trumpet the "survey results" of Rebuild Government, be sure to ask the questions I noted to determine if the survey is even close to being statistically valid!

2. I was even more surprised to hear the representative of Rebuild Government submit a provision that "he had been asked about", that was accepted by the Metro Charter Commission for the "Charter writing committee" with virtually no discussion.

The document (the survey and the proposed Charter provision) was handed to the Charter Commission at the meeting. Members of the audience had to ask for it.

I do wonder why was this not on the Agenda and yet a motion approved to take action on it? I have always assumed that the Open Meeting Law at least required that an item be on the agenda before action was taken, and it is surprising the documented was handed to the Members at the meeting, when it was obvious the information could have been available well before the meeting and included on the agenda for a full discussion.

BOC Work Session Starting Time Changed

To accommodate the desire of Board members and residents to attend the Partnership Lakeland Candidate Forum (7:00 p.m., Tuesday, June 22, 2010 at the First Baptist Church), the Board of Commissioners Work Session will start at 5:00 p.m.

No action is taken at the Work Session. Action on agenda items will be taken at the Thursday, July 1, Regular Meeting. Mayor Carmichael, Vice Mayor Nicholson, and Commissioners Mark Hartz, Don Barber and Cecil Tompkins encourage all residents to attend the Candidates Forum to help you decide how to vote in the August Primary! Additional information on the Candidate Forum is noted below.

The purpose of the forum is to introduce candidates to the citizens of Lakeland, and to allow constituents to better understand the platform of the candidates. This is an opportunity to put a face with the names on the ballot and vote for those individuals that will best serve you. What better way to find that out than attending a forum where by you can meet many of them at once and actually listen to them speak.
