Lakeland ZIP Code
The staff of Congressman Blackburn, Senator Alexander and Senator Corker have been very helpful in working with the City on a "Lakeland ZIP Code" or some alternative to the present arrangement where we can't even get the name "Lakeland" on our mail.
The city staff is also preparing a formal request to be sent to the USPS District Manager in Memphis, which is the legal starting point for a request to change the ZIP Code. We expect this to be sent in May or June and we will be publicizing this so Lakeland residents can support the application

Memphis/Shelby County Merger/Consolidation “the Answer”?
Is Consolidation the answer to all of our problems, the “magic wand” that will fix everything?
First-I want to state I resent the statements and implications that persons against Consolidation aren’t supporting the regional area etc. While my first loyalty is to Lakeland, I also love this area and frequently defend Memphis when I hear Memphis or the area unjustly criticized.
I realize that a strong Shelby County, a strong Memphis, a strong Arlington etc. is important to Lakeland.
I just don’t’ see how “consolidation” is the answer to all of our problems. Perhaps we should be using our energy and time to study all alternatives instead of trying to push/oppose consolidation.
Currently, there is no “plan” for Consolidation, so I can only comment about City/County Consolidation in general and based on current Tennessee Law. Some of my general comments are based on a survey of the subject, but a good summary is by Chris Pineda, with the Government Innovator Network, “City-County Consolidation, and Diseconomies of Scale”. (Available on the Internet at http://www.innovations.harvard.edu/cache/documents/9331.pdf ,)
1. Lakeland, as a municipal entity, cannot be affected, as far as the City of Lakeland. Obviousy we would be affected in a lot of ways, but changes in the Charter cannot be made except by a vote of Lakeland residents based on current Tennessee Law.
2. Based on current Tennessee Law, residents of the Shelby County area outside of Memphis must vote and approve the merger/consolidation as a separate vote, which I certainly feel, is reasonable, since consolidation would have a huge impact on Lakeland residents.
3. The current Consolidation discussion centers on “saving money”. In fact, studies have indicated Consolidation increases costs, due to diseconomies of scale and the simple inefficiency of extremely large organizations.
4. Currently, Lakeland and the surrounding County and Cities have three representatives on the County Commission. I feel they do an excellent job of representing our interests on the County Commission.
Based on any discussions I have seen, I expect Lakeland would have a maximum of ONE representative with a 26 member “Memphis/Shelby County” government.
5. One of the statements by proponents of Consolidation is that it would “increase accountability”. Quite frankly, I don’t see how a larger organization is ever more “accountable”.
6. Literally all of the “plans” I have seen do have a bottom line on cost. They propose increasing the cost for the “suburbs” and County area and decrease taxes for the Memphis area. This raises my suspicions as to the REAL reason for consolidation.
An example is the push for “single source” school funding. The entire basis of that plan is to increase costs for the County residents and decrease costs for the Memphis property.
7. Studies have shown that another reason for consolidation is to increase and consolidate POWER, not the government. The current supporters of Consolidation (big government entities, , big business, news media, etc.) seem to substantiate this.
It is similar to big organizations that buy their competitors and then raise prices and lower service quality. It is not “efficiency”; it is to increase their power and profits. (I am not saying this is wrong for the private sector, and obviously sometimes mergers do work for the good of all, but both results are possible.)
According to Chris Pineda in “City-County Consolidation and Diseconomies of Scale”:
“A review of 25 research studies conducted over the past two decades on “fragmentation” versus centralization in U.S. local governments suggests “local government systems which are fragmented and de-concentrated are generally associated with lower spending and greater efficiency.” The power of bureaucracies grows the larger the centralized government becomes. This is evident in the difficulty locally elected officials have in privatizing municipal services in large cities. They are hemmed in by empire-building bureaucracies and government employee unions, which are stronger in the larger… municipalities.”
8. There are numerous alternatives to Consolidation. One of the main reasons stated for Consolidation is that it would help recruit business.
In my opinion, the model of the Greater Memphis Chamber of Commerce is an example of how one organization works for the benefit of the entire area. The Memphis Chamber involves representatives from the regional area, is a “unified” system of business information and recruitment (and they coordinate with the smaller Chamber of Commerce organizations that represent each smaller City) and works for the entire regional area.
There are numerous success stories of regional economic organizations that have been very successful in recruiting business and industry to a regional area.
This summary of my opinion on Consolidation is probably the first of many, if the current push for consolidation continues. I will appreciate your comments and thoughts.
I do feel that Lakeland is and should be involved in regional organizations that benefit both Lakeland and the region, but I do question why “consolidation” seems to be considered the only alternative.

Bike and walking trail project approved for funding
City Engineer Philip Stuckert, who facilitated the grant by getting information and completing the necessary actions, reports the project is planned to include a separated bike and pedestrian trail on both sides of Canada Road from Highway 64 to the I-40 and Canada Road interchange. The City is currently soliciting for Engineering Design services. The project is expected to be completed by fall of 2009.
This project will provide an alternative means of transportation for Lakeland residents, as this stretch of Canada Road is hazardous for bike riding or walking. This stretch was a major blockage to safe biking and walking to City parks, employment and shopping.
When the stretch of Canada Road from I-40 to Highway 70 is completed, this will provide alternative means of transportation to the majority of Lakeland.
Other Lakeland bike/walking trails in Lakeland include Highway 64 and Fletcher Trace from HIghway 64 to Davies Plantation.
IH Clubhouse update and renovations program
To maintain and enhance this resource, the City of Lakeland developed a program to update and renovate the IH Clubhouse to improve this excellent community resource.
The City recently installed central air conditioning to the Clubhouse and the Lakeland Lions Club just announced the Club has donated funding to provide for a badly needed new floor in the Clubhouse.
Future plans for the IH Clubhouse include:
-A new locking system which will provide for easier access and security by persons or groups using the facility.
-Paint the walls of the Clubhouse to lighten up the interior.
-Update and provide improved lights and furniture at the entrance.
-Modernize the bathroom facilities and kitchen area
-Provide windows in the area where the window air conditioners previously were and windows overlooking the lake.
-Construct a deck overlooking the lake.
-Pave the front parking lot and provide additonal security lighting.
A complete detailed listof proposed improvements is available at City Hall.
Organizations, businesses or individuals who wish to partner with the City of updating this community resource are encouraged to contact Lakeland City Hall for opportunities to participate in the renovaton of this important community resource.
Lakeland Lions Club
The funds provided by the Lakeland Lions Club will provide complete funding for the new floor and continues the truly outstanding tradition of service by the Lakeland Lions Club. Past donations to the community by the Lakeland Lions Club has included playground equipment, the IH Park Pavilion, funding for a number of events benefiting community children, as well as their continued service of eye checkups and providing eye care and eye glasses to persons who would not otherwise be able to afford such care!
As an example of the great community service by the Lakeland Lions Club, I observed the Lakeland Lions Club not only provide $600 in funding for the community Easter Egg Hunt, but then, literally within a minute, 16 members volunteered their time to help with the morning Easter Egg Hunt and the evening teen Easter Egg Hunt!
As everyone knows, it is frequently easier to donate money than your precious time.
A big thanks to the Lakeland Lions Club. Don't forget to say "thanks" and express your appreciation to the Lakeland Lions Club for their dedication to community service and contributions to our community. In addition, the Lakeland Lions Club contributes to area, regional and international Lions Club assistance programs.
The Lakeland Lions Club supports such programs as the Christmas Toys Program, eye testing at schools and day care centers, and supports all local schools, including Bolton, Lakeland Elementary, Barret Chapel and Arlington.
The Lakeland Lions Club currently has membership of 52 very active members and is a major resource of the Lakeland Community.
Membership and other information on the Lakeland Lions Club is available at www.Lakelandtn.com. (click on the Lions Club link).

Proper Mulching Technique
The Lakeland Natural Resources Department provides a plethora of information on trees and landscape plant selection and care at www.Lakelandtn.gov (click on the Natural Resources tab). I learn a lot about trees and plants by occasionally reviewing this information!
The information below is courtesy of Terran Arwood, President of Woodland Tree Service.
Mulches are materials placed over the soil surface to maintain moisture and
improve soil conditions. Mulching is one of the most beneficial things a
home owner can do for the health of a tree. Mulch can reduce water loss from
the soil, minimize weed competition, and improve soil structure. Properly
applied, mulch can give landscapes a handsome, well-groomed appearance.
Mulch must be applied properly; if it is too deep or if the wrong material
is used, it can actually cause significant harm to trees and other landscape
plants.
Benefits of Proper Mulching
. Helps maintain soil moisture. Evaporation is reduced, and the need for
watering can be minimized.
. Helps control weeds. A 2- to 4-inch layer of mulch will reduce the
germination and growth of weeds.
. Mulch serves as nature's insulating blanket. Mulch keeps soils warmer
in the winter and cooler in the summer.
. Many types of mulch can improve soil aeration, structure (aggregation
of soil particles), and drainage over time. Some mulches can improve soil
fertility.
. A layer of mulch can inhibit certain plant diseases.
. Mulching around trees helps facilitate maintenance and can reduce the
likelihood of damage from "weed whackers" or the dreaded "lawn mower
blight."
. Mulch can give planting beds a uniform, well-cared-for look.
Trees growing in a natural forest environment have their roots anchored in a
rich, well-aerated soil full of essential nutrients. The soil is blanketed
by leaves and organic materials that replenish nutrients and provide an
optimal environment for root growth and mineral uptake. Urban landscapes,
however, are typically a much harsher environment with poor soils, little
organic matter, and large fluctuations in temperature and moisture. Applying
a 2- to 4-inch layer of organic mulch can mimic a more natural environment
and improve plant health.
The root system of a tree is not a mirror image of the top. The roots of
most trees can extend out a significant distance from the tree trunk.
Although the guideline for many maintenance practices is the drip line-the
outermost extension of the canopy-the roots can grow many times that
distance. In addition, most of the fine, absorbing roots are located within
inches of the soil surface. These roots, which are essential for taking up
water and minerals, require oxygen to survive. A thin layer of mulch,
applied as broadly as practical, can improve the soil structure, oxygen
levels, temperature, and moisture availability where these roots grow.
Types of Mulch
Mulches are available commercially in many forms. The two major types of
mulch are inorganic and organic. Inorganic mulches include various types of
stone, lava rock, pulverized rubber, geotextile fabrics, and other materials
Inorganic mulches do not decompose and do not need to be replenished often.
On the other hand, they do not improve soil structure, add organic
materials, or provide nutrients. For these reasons, most horticulturists and
arborists prefer organic mulches.
Organic mulches include wood chips, pine needles, hardwood and softwood
bark, cocoa hulls, leaves, compost mixes, and a variety of other products
usually derived from plants. Organic mulches decompose in the landscape at
different rates depending on the material and climate. Those that decompose
faster must be replenished more often. Because the decomposition process
improves soil quality and fertility, many arborists and other landscape
professionals consider that characteristic a positive one, despite the added
maintenance.
Not Too Much!
As beneficial as mulch is, too much can be harmful. The generally
recommended mulching depth is 2 to 4 inches. Unfortunately, many landscapes
are falling victim to a plague of overmulching. A new term, "mulch
volcanoes," has emerged to describe mulch that has been piled up around the
base of trees. Most organic mulches must be replenished, but the rate of
decomposition varies. Some mulches, such as cypress mulch, remain intact for
many years. Top dressing with new mulch annually (often for the sake of
refreshing the color) creates a buildup to depths that can be unhealthy.
Deep mulch can be effective in suppressing weeds and reducing maintenance,
but it often causes additional problems.
Problems Associated with Improper Mulching
. Deep mulch can lead to excess moisture in the root zone, which can
stress the plant and cause root rot.
. Piling mulch against the trunk or stems of plants can stress stem
tissues and may lead to insect and disease problems.
. Some mulches, especially those containing cut grass, can affect soil
pH.
. Continued use of certain mulches over long periods can lead to
micronutrient deficiencies or toxicities.
. Mulch piled high against the trunks of young trees may create habitats
for rodents that chew the bark and can girdle the trees.
. Thick blankets of fine mulch can become matted and may prevent the
penetration of water and air. In addition, a thick layer of fine mulch can
become like potting soil and may support weed growth.
. Anaerobic "sour" mulch may give off pungent odors, and the alcohols
and organic acids that build up may be toxic to young plants.
Proper Mulching
It is clear that the choice of mulch and the method of application can be
important to the health of landscape plants. The following are some
guidelines to use when applying mulch.
. Inspect plants and soil in the area to be mulched. Determine whether
drainage is adequate. Determine whether there are plants that may be
affected by the choice of mulch. Most commonly available mulches work well
in most landscapes. Some plants may benefit from the use of a slightly
acidifying mulch such as pine bark.
. If mulch is already present, check the depth. Do not add mulch if
there is a sufficient layer in place. Rake the old mulch to break up any
matted layers and to refresh the appearance. Some landscape maintenance
companies spray mulch with a water-soluble, vegetable-based dye to improve
the appearance.
. If mulch is piled against the stems or tree trunks, pull it back
several inches so that the base of the trunk and the root crown are exposed

County Commission Appointment-Action needed!
Some indications are that the Shelby County Commission intends to ignore the wishes of Shelby County District 4 and vote someone in who with dramatically different political beliefs and someone who won't really care or represent District 4. Commissioner Lillard represented District 4, was very responsive to the residents and it is a loss to Shelby County and a gain for the State of Tennessee.
District 4 residents deserve a County Commission representative who will be responsive to residents of District, not someone whose primarily interests is drastically opposed to the beliefs and wishes of District 4 residents.
Call 545-4301, e-mail the County Commissioners (ShelbyCountytn.gov) and attend the Shelby County Commission meeting Monday at 1:30 p.m. to demand that District 4 be represented by an appointee who has political beliefs similar to Commissioner Lillard and is responsive to District 4. We deserve it!

Welcome My M.D. to Lakeland on January 15!
The Lakeland Chamber of Commerce will officially welcome Lakeland's newest medical clinic, My M.D. to Lakeland with a ribbon cutting on Thursday, January 15, 2009 beginning at 4:00 p.m. Refreshments will be provided.
My M.D. is located at Lakeland's newest shopping facility, the Corners at HIghway 64 and Canada Road. The Corners is on the northwest corner of the intersection.
My M.D. and Methodist Healthcare representatives will be present and attendees can visit with the clinics staff and tour the new facility.
Lakeland residents and all interested persons are encouraged to attend. We encourage interested persons to attend this event and welcome My M.D. and Methodist Healthcare to Lakeland. Simon Tesfau, M.D. is the leading physician at My M.D. Lakeland.
For additional information about My M.D. or to schedule an appointment, call (901) 388-0115. Walk-ins are welcome.
Asphalt for Street Repairs
The companies making asphalt shut down before Christmas and generally do not start making asphalt until the weather is suitable for laying asphalt after January 1. (Generally over 40 degrees for several days .)
As soon as asphalt is available, the City will buy asphalt to complete the repairs.
New Schedule on traffic signals, I-40 and Canada Road and Canada Road and Highway 70
After review and approval by the Tennessee Department of Transportation, the bids will be awareded by the Shelby County Commission. Assuming the bids are reviewed and approved by TDOT within 30 days, there is a good chance the bids could award the bids for traffic signals in February.
Based on this schedule, we estimate the interchange should have traffic signals by this Summer.
This project is funded by a federal grant administered by Shelby County. We appreciate the efforts of Shelby County in expediting this project.
CANADA ROAD/HIGHWAY 70 INTERSECTION TRAFFIC SIGNALS: We were recently advised that the bid schedule for the traffic signals at this intersection has been moved up to June, 2009.
There are so many varying factors on this project, we can't really estimate a completion date until later, but at least the project is currently scheduled to be bid in June rather than October.
We will provide updates as soon as we hear any information on these projects.
