Lakeland Municipal School Referendum Questions and Answers

Lakeland Municipal School Referendum 2013

WHAT IS ON THE JULY 16, 2013, REFERENDUM BALLOT? 

The July 16th referendum includes a single question asking whether the City of Lakeland should be authorized to create a municipal school district. The exact wording of the referendum question is noted below.

WHAT AUTHORITY WOULD A LAKELAND MUNICIPAL SCHOOL DISTRICT HAVE? 

A Lakeland municipal school district would operate independently of any county or Memphis/Shelby County Schools System. A municipal school district would ensure local control of Lakeland public schools. It would establish the right of Lakeland citizens to elect a municipal board of education and to provide a superintendent for the Lakeland municipal public schools.

CAN LAKELAND AFFORD TO START ITS OWN PUBLIC SCHOOLS?

Yes. Tennessee laws require that taxes collected for schools must “follow the children.” The municipality’s public schools would receive at least the same state and county funding as the county’s schools in Lakeland currently receive. In fact, approximately 93% of the funding needed to operate a municipal school district comparable to our current system would come from county and state funds.

WILL LAKELAND RAISE TAXES FOR A LAKELAND MUNICIPAL SCHOOL DISTRICT?

No. At this time, the revenue estimated for operating a Lakeland municipal school district has already been enacted.
Lakeland voters already voted to increase the sales tax in last year’s (2012) referendum, which increased the sales tax in Lakeland to the equivalent of an additional nickel paid in local option sales tax for every $10 spent on retail purchases in Lakeland.

The remaining approximately 7% of funds for the proposed Lakeland municipal school district will be raised from the half-cent sales tax increase and funds raised from a dedicated portion of Lakeland’s property tax already in effect.

IF THE REFERENDUM PASSES, WHAT HAPPENS NEXT? IF IT DOES NOT PASS, WHAT HAPPENS?
If the referendum passes, a Lakeland municipal school district would be If the formed. During the November 6 general election, citizens would elect a school board. Plans would be to have the municipal school district up and running for the 2014-2015 school year.

If the referendum does not pass, Lakeland schools would continue to be part of the "unified" Shelby County School System. Lakeland residents will be part of  "unified"  Shelby County School System which begins August 2013. The majority of the 13-member Memphis/Shelby Country school board would live in the city of Memphis. This school board would be responsible for educating the children living in Lakeland.  The Lakeland Municipal System, if approved, is projected to start in August of 2014 and Lakeland residents would be part of this system, with Lakeland residents elected to the School Board.

WHEN AND WHERE CAN I VOTE?

Voter registration: The deadline for Municipal Schools Referendum was Monday, June 17th.

IF A LAKELAND MUNICIPAL SCHOOL SYSTEM IS CREATED, WHEN WILL SCHOOL BOARD ELECTIONS TAKE PLACE?

If Lakeland voters vote “yes” to approve Lakeland municipal school district, a Board of Education Election will be on Thursday, November 7th from 7 a.m. - 7 p.m. at the First Baptist Church of Lakeland, 4500 Canada Road. Early voting to be determined.

If the schools referendum passes, more information is to be announced as soon as the information is available.

WHAT IS THE REFERENDUM QUESTION?

Below is the referendum question, exactly as it will appear on the July 16 ballot. You may vote “yes” or “no” to the question.

Shall the City of Lakeland be authorized to create a municipal school district that shall meet the standards of adequacy established by applicable State law and regulation, which standards include raising and spending each year the required amount of local funds for the operation of the municipal school district that, for calculation purposes only, would at least be equal to the amount that would be raised through a fifteen cents ($.15) tax levy on each One Hundred Dollars ($100.00) of taxable property for each year if all such taxes were collected?

Lakeland Financially Prepared for Lakeland Municipal School System


The City of Lakeland is financially prepared for the Lakeland Municipal School System if the referendum is approved.  Early voting is next Saturday (June 29) and election day is July 16.

The estimated city contribution by the City of Lakeland to the Lakeland Municipal School System is approximately $500,000 per year for operational costs, based on a detailed study of estimated costs.  (The required city contribution is the equal of a .15 property tax.)

The City currently has on hand approximately $860,000 designated for the Lakeland Municipal System and estimates approximately $1,600,000 by the time the Lakeland Municipal School System would open in August of 2014, less the cost of salaries etc. after the Lakeland School Board is elected in December of 2014, if the referendum passes.

A 1/2 cent sales tax approved by Lakeland residents is designated for the Lakeland Municipal School System.  This is received in a separate check from the state and all proceeds are designated for the Lakeland Municipal School.

The 1/2 sales tax currently provides approximately $20,000 per month, but this will substantially increase as retail businesses increase, especially after the new interchange at Canada Road and I-40 is built.

The sales tax revenues from a planned new McDonalds on highway 64 will increase this in the immediate future and the new mall will substantially increase sales tax revenues after completion.

In addition, the Mayor and Commissioners, Economic Development Commission, and Lakeland Chamber of Commerce have been active in recruiting new retail business which will increase revenues designated for the Lakeland Municipal School System.

It is true the future is unknown, but based on projections, the Lakeland Municipal School System is well funded.

STEWART ROAD IS CLOSED BETWEEN OLD BRUNSWICK ROAD
AND PALOMINO ROAD FOR BRIDGE REPAIRS THRU FRIDAY, JUNE 28

A detour is available while the bridge is being repaired.  The detour (for eastbound) begins at the intersection of Stewart Road and Brunswick Road, north to Salem Road, then east on Salem Road to the intersection of Salem Road and Salem Terrace, than east on Salem Terrace to the intersection of Salem Terrace and Palomino Road, then south on Palomino Road to the intersection of Palomino Road and Stewart Road. 

The westbound detour will start at the intersection of Palomino Road and Stewart Road, then north to the Palomino Road and Salem Terrace intersection, then west to the Salem Road and Salem Terrace intersection, and then west to Brunswick Road.

The bridge is being repaired by City of Lakeland capital improvement funds.  The City is contracting with Shelby County for the repairs to the bridge.

3.  Yard Waste:  Down 3.0% current month compared to prior year month and up 4.5% prior year date to current  year to date.

4.  Garbage:  Down 9.4% for the current month compared to prior year month and down .41% year to date compared to prior year to date.
  
5. Roadside Litter Collection:  Up 158% for the current compared to prior year month and up 138% year to date compared  to prior year to date.

Lakeland's “Get Caught Recycling” program is to encourage the people who haven't taken the time to recycle in the past, and to reduce the total amount of material that is hauled off to the landfill.  Each month, 4 lucky residents that have at least three different types of recycle material in their bins are awarded $50--recycling literally pays off in Lakeland!  Let’s hear it for our contest winners! They’re helping to keep recyclables out of our landfill. 

Household addresses are selected in a random drawing and a City representative checks the bins at the houses in the order of the draw.  The winners "caught recycling" are invited to the Lakeland Board of Commissioners meeting the following month for recognition by the Board, and to receive their checks. Items that can be recycled and qualify for the contest are glass, metal cans, aluminum cans, plastics (remove caps and leave labels attached), newspapers, and cardboard boxes broken down to fit inside the recycle bin. "Get Caught and Get Rewarded"-- you have a chance to win $50.



MUNICIPAL SCHOOLS REFERENDUM IS JULY 16 -- EARLY VOTING IS JUNE 29

Because of Judge Hardy Mays' ruling, all municipalities will have to vote again on the Referendum to establish a Lakeland School System.

Your VOTE on the Referendum will determine the future of our children and our city.  Included in the referendum language is the funding requirement.  It states that voters must commit to an amount of money that would equal a fifteen cent ($0.15) property tax.  THIS IS NOT A NEW TAX.  This funding is included in Lakeland's existing taxes, and a Yes vote affirms that amount.

City of Lakeland“STARS AND STRIPES” 55+ BBQ LUNCHEON Friday, June 21, 11:30 a.m., IH Clubhouse

Seniors 55+ are invited to celebrate our freedom and friendship at the “Stars and Stripes” BBQ Luncheon sponsored by St. Francis Hospital-Bartlett. The featured entertainment for the event is The Sgt. W. K. Singleton Pipes and Drums. They are an all-volunteer group that performs throughout the Mid-South. The band is associated with Detachment 476 of the Marine Corp League, Memphis, Tennessee, and performs as part of their Honor Guard. Music played includes traditional Scottish and Irish tunes, American Patriotic music, and songs to warm the heart and bring a smile.

The luncheon will be BBQ, beans, slaw,  potato salad and dessert catered by Bozo’s BBQ, and includes drinks. The cost of the meal is $10 per person, payable at the door.

Everyone is invited to attend a Candidate Interview Forum. Lakeland registered voters will chose a Mayor and two Commissioners to serve 4-year terms on the Board of Commissioners on Thursday, September 19. 

The forum is an opportunity for residents to get to know and question the candidates before the election to evaluate their potential to serve and represent you and your vision of Lakeland.

The purpose of  Partnership Lakeland is to actively promote and support the election of qualified candidates for elected office in the City. A qualified candidate will be one who exhibits a positive outlook aimed at fostering a spirit of greater community within the City, and one who demonstrates that he/she is qualified for office.    PL endorsement provides financial support and personal assistance for the candidates who are viewed as best for the City.  EVERYONE  IS INVITED to attend this important Forum, but only PL members can endorse candidates.

Each candidate will be given 3 minutes for an opening statement, and then will have 15 minutes to respond to questions from the audience.  Each Candidate will have 2 minutes for their closing statement.  Candidates will then be rated by each PL member on how well he/she meets PL goals.

LAKELAND FITNESS CLASS FOR AGES 35+ AT IH CLUBHOUSE

Morning Classes are Mondays, Wednesdays and Fridays 8:30 - 9:30 a.m.
Your first class is FREE
 $5 for a single class, or purchase a 10-class card for $30
A mat is required.

Lakeland Fitness is a fun way to beat boredom when it comes to exercise. The class incorporates yoga, pilates, dance, general aerobics, and calisthenics to improve muscle strength, stamina, coordination, balance, flexibility and cardio. The first half of class is similar to a zumba gold and/or aerobics, however there is no need worry about keeping up with every move because as long as you are moving and having fun that is the goal! The class is low impact, but most movements and/or exercises can be adapted to make them more intense or less demanding to accommodate your fitness level. You will need a mat for the second half of the class.



BOOT SCOOTING TUESDAYS – LINE DANCINGNow thru June 25, 2:30 - 3:30 p.m. at IH Clubhouse 
Join dance and fitness instructor Sherri Gallick as she plays some of the hottest line dancing music for your enjoyment and line dancing fun.  Polish up those boots, kick-up your heels and come ready to dance the afternoon away.  

Sessions are $5 per person.  Classes feature instruction for beginner and intermediate level students. Each dance taught will be step by step, walked in a slow pace, and then put to music. Participants should wear comfortable clothing and be prepared to dance! No partner needed. 


SMARTYCAT KIDS' MINI-SUMMER CAMPS - IH CLUBHOUSE

Tech-gineering CampJuly 8-12, 1-4 p.m. (No camp Wednesday).
The mini-camp targets all of the budding engineering and technology enthusiasts. Campers will experience a week full of tinkering with technology, designing and constructing projects using LEGO's, K'nex, and a range of building materials they can find around the house. Participants will also build and race remote-controlled vehicles, learn how to create circuits using solar power or salt water and have a battle bot challenge that is sure to excite any tech-savvy kids!

Groovy Girls Summer Program, July 22-26, 1-4 p.m. (No camp Wednesday).
The program provides a place for girls to come together, spend the summer with friends, and engage in activities tailored for young girls. Participants will have a wide variety of activities for groovy girls, ranging from fashion design and making jewelry, baking and decorating delicious summer treats, to scrapbooking and tie-dye art. There will be free time each day when participants can choose their own activities or expand upon their favorite projects, and an end of the week “Groovy Girl Party”.

For children entering grades 1-6. Children will be grouped by age, and friends/siblings can be grouped together upon request. DIGITAL PHOTOGRAPHY 101
Thursday, June 13, 6-7 p.m.

If you own a digital camera, you’ll appreciate this class. Mike Baldwin, senior graphic designer and digital photographer with International Paper in Memphis, will  give an introduction to digital cameras. Baldwin has a degree in graphic design and 43 years’ experience as a photographer and artist.

The class will  include camera settings, how and when to use each one, and why there are so many choices.  Proper care and maintenance of your camera, storing your images, and formatting your memory cards will also be covered. Camera required.


FLOWER ARRANGING WITH REGIS
Tuesday, June 18, Lunch at Noon, Class 1-2 p.m. 

Regis Montgomery, Regis Flowers & Gifts, will demonstrate flower arranging. Bring your favorite average-sized vase to make an arrangement. Mike Baldwin, senior graphic designer and digital photographer with International Paper in Memphis will  present a follow-up workshop to Digital Photography 101.

Learn how to take great shots, which settings to use, when to use a flash and how to frame your image and plan your shots. Self-timers, tripods, filters and special effects will also be explained. Remember to bring your Camera.

The film chronicles the life of thoroughbred race horse Secretariat, winner of the Triple Crown in 1973. THIRD QUARTER 2013 “ART IN CITY  HALL” EXHIBIT
Featuring Oil Paintings by Sandy Scruggs

Sandy Scruggs is the City of Lakeland’s featured artist for the July-September Quarterly “Art at City Hall” exhibit. 

Sandy was first introduced to oil painting in 1979. Her first instructor was Jewel Armstrong, whom she spent 3 ½ years learning the style and techniques of the old masters.  From there she attended various workshops and began focusing more on the works of the Impressionists and their use of color.  Sandy was part of a local group of artists who went to France to study art history by touring Paris and the surrounding area, and with classroom instruction at the College of Art in Angers, France.

Since 1999, Sandy has devoted much of her creative energy to instruction and encouraging others who share her love of art.  She enjoys capturing the beauty of nature in her landscapes and still-life's. Her true love is the challenge of painting animals. Her works may currently be seen at Market Central and Fountain Art Gallery, of which she has been a member for 15 years in Memphis, TN.
