Save the Date! October 11 set as the I-40/Canada Road Interchange Public Review Meeting Date

The Tennessee Department of Transportation (TDOT) has set Tuesday, October 11, 2011 as the Public Review and Input date for the I-40/Canada Road plans.

All residents and interested persons are encouraged to "save the date" to attend this meeting and review and comment on the I-40/Canada Road interchange plans.

The meeting is expected to be held at Lakeland City Hall at a time to be announced.


Shelby County Commission proposed Shelby County School Districts


The Shelby County Commission recently proposed Districts for the Shelby County Schools. The Resolution proposing these districts is available at www.CityofLakeland.com

The Shelby County Commission proposal, according to reviews, would result in a Shelby County School Board with five Memphis and two non-Memphis School Board members.

Mosquitoes? Call 324-5547!

Lakeland residents with mosquito problems should call 324-5547 during regular business hours and ask for an Inspector to review possible sources of mosquitos. This is Vector Control (Vector Control means controlling pests such as mosquitos, rats etc) for the Shelby County Health Department and they will send an Inspector.

(Shelby County Vector Control Web Site is http://www.shelbycountytn.gov/index.aspx?NID=774). This has all contact information and a wealth of information about mosquito control.

After receiving a complaint about Mosquitoes and Mosquito control in Lakeland, I discussed this with Dr. Springer, who is in charge of the Shelby County Health Department. It was a very interesting conversation and Dr. Springer obviously is dedicated and I learned a lot about mosquitos in Shelby County.

Some items of interest to Lakeland residents are:

-There is a Vector Control crew working on the mosquito (and other pest) problems full time from March through October each year in the Lakeland/Arlington area. They treat sources of mosquitos and respond to complaints.

The primary method of controlling mosquitos is through eliminating or treating to kill mosquitos in stagnant water. Stagnant water is THE source of mosquitos.

-Lakeland has not been treated for mosquitos by the traditional truck spraying into the air this year. The reason for this is that the type of mosquito currently in Lakeland (I won't try to spell it) doesn't carry West Nile Virus and is not controlled by air spray.

-The West Nile Virus mosquitos are approaching the Lakeland area (apparently they move from west to east), so Lakeland is scheduled for air spraying within the next several weeks to control the type of mosquito that carries the West Nile Virus.

-If you have a mosquito, he urged residents to call 324-5547 and ask for an Inspector to review the problem. They frequently can find and eliminate the source.

8-1-1 is the number to call before you dig! Tennessee811 reminds residents that 8-1-1 should be called before any type of excavation. At least 72 hours notice must be provided, and the area to be excavated should be marked in white paint.


There is no charge for consumers calling 8-1-1 to check for buried utilities etc.

Senior Center, parking lot improvements started, parking limited at IH Clubouse

Construction on the Lakeland Senior Center and the parking lot for the IH Clubhouse and Lakeland Senior Center has started.

While the contract provides for the maintenance of parking during construction, parking will be very limited during construction and parking will be unavailable for short periods (for about 5-7 days while the base is being established) and for several days after the asphalt is laid.

As much advance notice as possible will be provided of closing dates. All visitors are reminded construction is in progress and extreme care should be utilized while parking and walking on the parking lot.

The First Baptist Church of Lakeland has graciously agreed to assist by providing parking for certain designated events and times. We appreciate the assistance!

Register now for Fall Soccer! Teams are available for children ages 4-11 years old. Practices begin Monday, August 22, for 4 & 5 year olds; Tuesday, August 23, for the 6-8 year olds; and Thursday, August 25, for the 9-11 year olds.

Lakeland Recreation Program Coordinator, Joy Cloud, emphasizes the importance of team size to give participants more opportunities to “touch the ball”. The 4-6 year olds play three on three, while 7-11 year olds play four on four. All practices and games are held at Lakeland City Hall Park.

Political Sign Information


Lakeland Sign Regulations especially relating to temporary political campaign signs are:

Signs on medians, intersections, or placed illegally on traffic control signs or public property (street right of ways, parks etc.) or, common open space, unoccupied property etc. are illegal signs and are picked up immediately. Common Open Space owned by the Home Owners Association etc. is not considered occupied property.

Political signs are allowed under the following circumstances:

-One sign per candidate or issue on an occupied lot. (with permission of the owner).

-Placed no closer than 15 feet to the edge of the pavement (or 5 feet behind the sidewalk), whichever is greater.

-Cannot be erected more than 30 days before Early Voting and must be removed within three days after the election.

-Signs cannot exceed 5 square feet in area per side and cannot exceed 48” in height.

ZIP + 4 provides Lakeland identity


While we are still actively attempting to secure a "unique" ZIP code for Lakeland, I was advised that if Lakeland residents use their "ZIP + 4" number this will identify a Lakeland as a "Lakeland" resident, and also may assist in assuring that sales tax revenues go to the right City and that your residence is identified as "Lakeland" for insurance, tax, labeling and other reasons. It may also help on GPS searches, depending on the GPS unit.

I am starting to use my "ZIP + 4" address on all correspondence for both my home and City Hall and will keep you advised of the results.

I am hoping using the ZIP + 4 address along with continuing to change my address to "Lakeland" whenever another City is used that I will eventually get all of my mail addressed to "Lakeland".

In the meanwhile, we will continue to petition the U.S. Postal Service for a unique "Lakeland" address.

To determine your unique "ZIP + 4" address, go to www.usps.com., click on "find a ZIP code" and you can find your unique ZIP Code.

For example, City Hall is 10001 Highway 70, Lakeland, Tennessee 38002-8068 and we will begin emphasizing this address and hopefully avoid the address of "Lakeland City Hall, Arlington, Tennessee!".

In the meantime, we continue to work with the U.S. Postal Service on a possible solution to Lakeland receiving a unique ZIP Code.


July 4 Children's Independence Day Parade


Join the 15th Annual Children's Independence Day Parade at 10:00 a.m., Monday, July 4, 2011! Children will gather at 9:30 p.m. at 9677 Cutter Lane (Windward Slopes Addition) and proceed through Windward Slopes to the Trustmark Bank where refreshments will be served.

The parade route is from 9677 Cutter Lane, than along Cutter Lane turning right on Leeward Slopes; than left on Lighthouse Lane to Windward Slope; and then continue on Windward Slopes to Trustmark Bank.

Come on out and enjoy a "good old fashioned" July 4th parade! (Probably some of the first participants now have their own children in the parade!)

Disaster Assistance for businesses

The Greater Memphis Chamber of Commerce recently sent out the following reminder to all area businesses, who may have had some impact by the flooding.

The U.S Small Business Administration is concerned about the low number of applications that have been returned for disaster recovery assistance from the recent floods and tornadoes. Out of 376 businesses that made contact with FEMA, only 29 have turned in an SBA application to receive low interest loan assistance @ 4% interest for physical damage and/or economic impact damage.

Please encourage any business that you know of that has been affected in any way by the recent floods to download an application from sba.gov. The deadline of June 30 is fast approaching.

P.S. Even businesses outside of Shelby County who did not sustain any physical damage are eligible for Economic Impact low-interest loans.

Girl Scouts complete "Rain Gardens" Project at City Hall



Under the direction of Staff Engineer Emily Boswell, Girl Scout Troop # 10125 worked hard on developing “rain gardens” for a beautification project at City Hall. The finished project is impressive and will be a welcome addition to City Hall!


Troop Leader Shelly Cheng reported that Girl Scouts working on their Junior Bronze Award who worked on the project included Megan Cheng, Emily Green, Marissa Crowell and Taryn Krier. Other Brownies and family members also assisted in the all day project.


A “rain garden” not only beautifies the area, but also helps with the drainage of the area and helps retain and treat stormwater runoff.

July 4 Children's Independence Day Parade-Mark the date!

Trustmark Bank and Windward Slopes will host the fifteenth annual Children’s Independence Day Parade on July 4, 2011. Decorate your favorite “float” and join other patriots in this celebration of our great nation’s birth!
The parade will gather at 9:30 A.M. in front of 9677 Cutter Lane. The parade will start at 10:00 AM and proceed through Windward Slopes along Cutter Lane turning right on Leeward Slopes; then left on Lighthouse Lane to Windward Slope; the parade will continue on Windward Slope to Trustmark Bank, where refreshments will be served to all. Several businesses have donated ‘goodies’ for everyone.

Volunteers Make Lakeland Happen!


The Annual Arbor Day event, Spring Festival (Easter Egg Hunt) and Lakeland Clean-up Day emphasized the importance of volunteers and contributions by Lakeland organizations and businesses.

The Lakeland Lions Club and Trustmark Bank of Lakeland helped an estimated 130 children (and parents and other family members) enjoy the annual Spring Festival/Easter Egg Hunt and enjoy activities such as face painting, games and the actual Easter Egg Hunt. The Lakeland Lions Club contributed both funds and approximately 15! volunteers to the event and really helped make the event a success!

Members of the Lakeland Natural Resources volunteered in making the Arbor Day event a success, highlighted by the annual planting of a tree and especially by the tree climbers who amazed the crowd with their tree climbing skills as they pruned "dead wood" from a tree overhanging the playground equipment in City Hall Park. They also emphasized the role of safety in working with trees.

The Annual Lakeland Clean-up day was a success and assisted by All Star Waste Services and City personnel, including volunteer work City Engineer Philip Stuckert and his wife, Joyce.

Thanks to all of the volunteers and especially to the Lakeland Lions Club and Lakeland Trustmark Bank!

The next Lakeland event is the Annual Fishing Rodeo. Due to other events and a dramatic increase in the price of fish, we are especially in need of volunteers and funds this year to make this annual event a continued success! The second annual community wide clean up day will be held on April 16 from 9 a.m. until 2 p.m. at Windward Slopes Park on Beverlie Rivera Drive just east of the fire station. Those who participated in last year’s event will recall the severe thunderstorms which lasted throughout the day. In spite of the storm, over 3 tons of mixed trash, 1400 pounds of scrap metal and white goods, and 700 pounds of e-waste were collected. These quantities of discards were generated by an estimated 45 to 50 residents who took advantage of the opportunity to dispose of un -wanted items.

This year we are hoping for better weather and a larger turnout. We urge all city residents to take advantage of this opportunity to dispose of those hard to get rid of items you have been meaning to do something about.

Items we will be accepting are:

  • Bulky trash
  • E-Waste (fluorescents, monitors, computers, printers, cell phones, batteries, etc.)
  • White Goods (washers, dryers, no refrigerators or A/Cs)
  • Tires (limit 4)
  • Scrap Metals
  • Construction Debris (residential only)
  • Small Appliances
  • Yard Waste


We will NOT be accepting:

  • Oils All items we will not be accepting can be disposed at the
  • Paint Memphis and Shelby Co. hazardous waste facility at
  • Anti-Freeze Shelby Farms. You can call 901-576-6851 for details.

New Canada Road Public Meeting Scheduled



The New Canada Road environmental review was recently completed. A Public Meeting on the Environmental Review of the New Canada Road project is scheduled for 4:00 p.m. to 6:00 p.m., Thursday, April 7, 2011 at Lakeland City Hall, 10001 Highway 70, Lakeland, Tennessee. Personnel will be present to answer questions about the environmental review.

Recycle bin lids are here!


Recycle lids are back in stock! Residents may pick up lids at City Hall, 10001 Highway 70, or call 901 867-2717 for information. While we can't guarantee a specific time or day, we will attempt to drop off lids for residents who are unable to make it to City Hall.

Recycle lids prevent items blowing out of the bins and also keep recyclables dry. There is no charge for the lids for Lakeland customers.

O’Neal, Inc., General Contractor for the construction of a new facility for Mitsubishi Electric Power Products’ in Memphis, TN, is looking for local construction companies and contractors for the project.

O’Neal, Inc. will be holding two (2) “Construction/Contractor Fairs” on Wednesday, April 13, 2011 at the Agri-Center in their banquet room. Registration will begin at 2:30 p.m. with the program beginning promptly at 3:00 p.m. The second will be at the Cook Convention Center on Thursday, April 14, 2011. Registration at this event will begin at 8:30 a.m. with the program beginning promptly at 9:00 a.m.

These “Construction/Contactor Fairs” are only for persons and entities in the construction industry. If you are not in the construction industry you will be turned away at the door. Mitsubishi will be holding a series of vendor events to meet with prospective, long-term vendors in the future.

Lakeland Park and Recreation Board vacancy

The Lakeland Board of Commissioners will consider applications for a vacant position on the Lakeland Park and Recreation Board. The vacant term expires December 31, 2011.

Recycling and Refuse Report

A report by City Engineer Philip Stuckert provides the following insights into recycling and refuse:

-About 25% of Lakeland (950 of 3800 households) recycles on any given recycling pickup day.

-Lakeland's recycling totals for 2010 were 232.8 tons of paper and 160.3 tons of "commingled materials. In 2009, the totals were 232 .07 tons of paper and 149 tons of commingled material.

-Refused hauled to the landfill decreased from 4815 tons to 3824 tons, a 20.6% decrease. This was a result of diverting yard waste by segregating the majority of yard waste from municipal waste.

-Each Lakeland resident generated 2.0 pounds of refuse per day. The national average is 4.34 pounds per person per day.

Recycle bin lids on back order


Recycle bin lids are on back order and are currently not available. Residents may request to be on the waiting list and will receive priority to receive lids when they are delivered.

We will announce when more lids are delivered.

Recycling bin lids can prevent blowing recyclables and protect from the rain.

A notice will be provided when recycling lids are available.

There is no charge for recycling bin lids.

Recycle bin lids available

Lids for the recycling bins are available at City Hall. The lids keep your recycling dry and, best of all, keep the recycling items from blowing out of the bin.

Lids are available at Lakeland City Hall, 10001 Highway 70, during regular business hours. We feel use of the lids is important, so if you are unable to stop by City Hall, call City Hall at 867-2717 and we will arrange for a lid or lids to be delivered to your house!

Senior Lunch Scheduled March 18 at IH Clubhouse



A Seniors Lunch is scheduled for 11:30 a.m., Friday, March 18 at the IH Clubhouse, 4523 Canada Road. The lunch is "potluck", so bring your favorite dish (or buy it from your favorite grocery store or restaurant)!

City of Lakeland Schedule for February


Changes in the normal City ofLakeland meeting schedule include:

-The Board of Adjustment will meet at 6:00 p.m., Tuesday, February 8, 2011

-The Municipal Planning Commission will meet at 6:30 p.m., Thursday, February 17 (instead of Monday, February 21, 2011

-City Hall will be closed Monday, February 21, 2011 for Presidents Day (refuse collection routes are not affected)

REPORT MOTORIZED VEHICLES ON TRAILS/PARKS AND PUBLIC/PRIVATE PROPERTY

Fines, felony charges, seizure of vehicles and damages will result from driving any motorized vehicle (ATV’s, motorcycles, and vehicles) off-road on City parks or public property. Diving motorized vehicles on private property is also illegal trespassing without the express permission of the property owner and property owners are encouraged to file complaints in court and seek damages.


Illegal vehicles also pose a threat of injury or death to walkers, runners and bicycle riders.


Due to recent heavy damage by vandals driving off road on wet city parks and both public and private property, the City has adopted a “zero tolerance” policy and will take action to collect on damages, file vandalism or trespassing charges as appropriate, and, if a felony will file to seize the vehicle doing the damage. The City is working with the Shelby County Sheriff in strictly enforcing laws against motorized vehicles trespassing on City parks, trails and public or private property.


The City also encourages private property owners to file charges when possible to discourage the trespassing and vandalism.


Residents are asked to report all trespassing to the City of Lakeland (867-2717) and the Shelby County Sheriff at 379-7625. While the Sheriff may not always be able to respond while the damage is in progress, reporting these will document the time and place of the incident.


Recent incidents of substantial vandalism by illegal trespassing by motorized vehicles have occurred in the Cool Springs area and IH Park area.


Residents are encouraged to report all incidents so the City and Shelby County Sheriff can develop patterns to apprehend persons who trespass and vandalize property.

ReadyShelby.org calendars available free!


Free 2011 ReadyShelby Emergency Management Calendars are available for free distribution. The 2011 Calendar contains tips on emergency preparedness appropriate for each month and is also an attractive and useful calendar.

Businesses, Home-owner Associations, Churches, non-profit groups etc. are encouraged to distribute these free calendars to residents. Residents may also stop by City Hall to pick up free calendars for personal use and to deliver to friends and family. Canada/I-40 Interchange construction scheduled for 2012


Senator Mark Norris recently advised Lakeland Mayor Scott Carmichael that the Tennessee Department of Transportation (TDOT) had advised him that construction on the I-40/Canada Road interchange is expected to start in 2012. This is approximately two years sooner than previously expected.

Both Senator Norris and Representative Ron Lollar have been instrumental in working with the City on this project. TDOT personnel have also been very effective in keeping the massive amount of paperwork moving that is necessary on a project like this.

Our appreciation to Senator Norris, Representative Lollar and TDOT personnel for their assistance in moving this project along.

Activation of signal lights at I-40 and Canada Road scheduled



Shelby County officials have advised the traffic signals at I-40 and Canada Road are scheduled to be inspected Tuesday, December 7.


The signal lights will “blink” for 7 days before being fully operational on or about December 14. The Tennessee Department of Transportation requires that signal lights “blink” for at least seven days before becoming operational.
